Thanks! A second, server-side order board (the one that opens the window with the quest list) stood right next to the Warchief's Command Board in the Valley of Strength, so it looked like a double board. The server has been restarted, and now the server-side board is gone from there, leaving a single Warchief's Command Board with its quests. The server-side board window can still be opened with the /warboard command or from the same board in Dalaran.
